Contract Status Dates Agency View The ECIP Approved Date is not appearing on the Contract Status Dates AV. Refer to the ECIP / WPDES Agency View to confirm the date has been entered.
Adjusting contract time | Extending the overall contract time on site 00 for certain work items by adding an interim site

In some cases, the contractor cannot complete certain items in the time allotted (excusable delays). To handle these situations an interim site with the current completion date is added and the main Site 00 completion date is extended to complete the delayed work next year.

It is very important to remember that when following this process, the following steps are completed:

  • The Project Engineer MUST uncheck the Rates and Cap Amount tab | Calculate Liquidated Damage box to suspend charging liquidated damages or disincentives during negotiations.
  • Once the change order is approved, the Project Engineer MUST check the Rates and Cap Amount tab | Calculate Liquidated Damage box to resume charging time on the site.

Construction start dates (prior to construction starting) | Starting Time on the Contract Main Site (entering the Time Charges Start Date on Site 00)

Contract Site Times | tables for each time type updated

 After the recent AASHTOWare Project update, the order for starting time on the main 00 site is of utmost importance. Upon opening the General tab for the site 00 record, set Status = Active first. Then open the Units and Dates tab and enter the Time Charges Start Date. Click <Save>. Failure to complete these steps in order may cause issues with the main site. Confirm on the General tab that Status = Active and the Active indicator = Yes.

The historical Payment Estimate for Contractor report should be printed immediately upon approving a payment estimate and placed in the appropriate Box folder.

If the report is printed globally after other payment estimates have been created, the percent complete fields on the report will be inflated and the other item values may be incorrect.

Contractor Evaluations To help remove subcontractors from the Contractor Evaluation tab that do not need to be evaluated, a To Be Evaluated" filter was created. The "To Be Evaluated" filter hides vendors with a type of TRCK - Trucking firm, BOND - Bonding company, NHCN - Non-Highway Construction, and CNCS - Concessionaires. Staff can switch to the "System Default" filter to see all subcontractors. If a subcontractor has the incorrect type listed (e.g. supplier), the subcontractor's information needs to be updated in the Vendor Registration System (VRS). Provide the subcontractor with the Vendor Registration System documentation and system URL.

WisDOT is phasing out the current Civil Rights Compliance System (CRCS). The entry of certified payroll reports (CPRs) in AASHTOWare Project Civil Rights and Labor Payroll (AWP CRL Payroll) will begin with contracts awarded in January 2025. Entry of CPR (s) for contracts awarded in December 2024 and early will continue in the CRCS.

Timely entry of all subcontractors is important so that these subcontractors can enter their payrolls in AWP CRL Payroll.
Subcontractors | Recording subcontract work incidental to bid items We updated the three examples of a Request to Sublet form indicating subcontractor work incidental to bid items. In these situations, project staff should carefully review the Request to Sublet form to enter the work on the Items tab, Items Worksheet tab or Detail tab.

Updates have been made to the three change order types for LET contracts toi clarify which one to use based on the situation:

  • Admin - The Change Order With No Items type is used for contract language changes without items or time extensions without items.
  • Standard - The Standard Change Order type is used to add items, increase / decrease items and time extension with items on nonMega/Major contracts. Most contracts use this change order type.
  • Majors- The Mega/Majors Project Change Order type is used to add items, increase / decrease items and time extension with items on designated Mega/Major contracts.

Daily Work Reports The hyperlink to access individual DWRs has been changed from the Seq field to the DWR Date field. This change has been documented on the Daily Work Reports (DWRs) page, the Daily Work Report (DWR) approval process page, and the Attachments page.
Project Engineer, Project Manager, Supervisor and Chief dashboards A majority of staff asked that we remove global quick links from the Payment Estimate, DWR and Daily Diary components. To accommodate this, we removed the Construction component from the dashboard. Staff who previously used the dashboard Construction component to access their contract's DWRs, Diaries, Change Orders and Payment Estimates will need to use the Contract Administration hyperlink instead.
Payment estimates | Item Adjustments

On a payment estimate, there are two types of item adjustments that can be created by the Project Engineer - User-Generated Quantity Based Item Adjustments or User-Generated Dollar Based Item Adjustments. In addition, the system may generate System-Generated Item Adjustments for contract stockpiles for items on the payment estimate.

Spec Book 25

The current Spec Book ‘03” version was created in 2003 when we revised the item numbering format. Every year when the new Standard Specification is released, Spec Book ‘03’ was updated with the bid item changes for the std spec and STSP updates.

With the pending implementation of AWP Materials, it was determined that now would be a good time to create a new Spec Book ‘25’ to align with the publication of the 2025 std spec. This will allow us to associate all of the material testing requirements to all of the standard bid items and not impact the ‘03’ version.

Proposals with an 2024 August 1st or later PS&E submittal are affected by this Spec Book change. This will impact contracts awarded in the November 2024 letting and beyond.

This will have minimal impact on construction contract administration of contracts. When creating change orders, the system will automatically select items from Spec Book 25.

NOTE: Spec Book 03 will still be valid for all previously let contracts.

The change will be transparent to Contractors for what they view in AWP Construction or see on reports.

Subcontractors | Assigning items to subcontractors If the "Prime unit price on the subcontract item exceeds the unit price on the parent item by '#.#####'." warning message appears, ignore it and continue entering subcontractors. There is an agreement between the prime and the subcontractor for the sublet unit price price listed on the Request to Sublet. Project staff should not be concerned about what the prime has agreed to pay their sub. Always list the amount from Request to Sublet form.

Missing construction subcontractors

This process was formerly completed in the Civil Rights Compliance System (CRCS).

When searching for a consultant firm or construction subcontractor, if they do not appear in AWP Construction, have them log into the WisDOT Vendor Registration System (VRS) using their WAMS ID. They need to complete the following steps:

  1.  Search for an existing vendor to determine if their vendor record exists and needs to be updated.
  2.  If an existing vendor record is not found, they will need to Register as a new vendor.
  3.  The VRS Agency Admins review and approve all requests. Once approved, VRS information will be synced immediately wtih the associated vendor record in AASHTOWare Project. Project staff will be able to locate the vendor in AWP Construction and add them to their contract as soon as this process is complete.

Design Evaluations (DQI)

Refer to the Contractor Evaluation (DQI) Tips added for field staff to help them determine how DQIs are created versus where they are reviewed and marked complete. In addition, comments were added to the top of the AWP Contract Documentation Summary | Contract Project Design Evaluations (DQI) compenent.
Change Order Time Adjustments The Time Adjustments section of a Change Order report is inaccurate until the change order is approved. For example on a Working Day Contract time adjustment, the Current and New fields are incorrect but the Original and Adjustment fields are correct. See the example below for details.

Date format changes When entering dates, users will see new formatting requirements. Users may be prompted to enter MMDDYYYY HH:MM AM/PM for some date fields. For example when entering the Time Charges Stop Date (Actual Completion Date on a site records, staff are required to enter MMDDYYYY HH:MM AM/PM. If all the values are not completed, the changes cannot be saved.
Mobile Inspector The Mobile Inspector app has changed slightly. Users will see that a few tabs no longer appear at the top of the app (Contractor Staff, DWR Notes, etc.) Plus users can now edit a locked DWR in Mobile Inspector.
Payment Estimate changes

Starting in October 2023 with the release of AASHTOWare Project 5.0, the system checks for common payment estimates errors and warnings that may occur during the add payment estimate process. Errors must be resolved before the estimate can be created.

Warnings will allow the payment estimate creation process to continue but staff should be aware of impact of the warning message.
Subcontractor Item Worksheet The Subcontract Item Worksheet lists all the subcontract items in the subcontract and provides an additional way to enter and change item information.

Estimate needs prior to construction starting (Conditional Start Notice)

In situations where an active contract does not have a Notice to Proceed Date issued yet, the region may reach an agreement with the prime contractor to issue a Conditional Start Notice so some preliminary work can take place. The Project Engineer, with the approval of the Project Manager, should work with the Contract Specialist to enter the Conditional Start Notice date on the Informational Times tab. The date will then appear on the Contract Status Dates Agency View. This process is followed if a payment estimate is required per region management to compensate the prime contractor for clearing and grubbing, bird netting, snake and turtle fencing, or for traffic control prior to construction starting.
Mobile Inspector

Recent mandated security changes for iPhones and iPads implemented by the State of Wisconsin are affecting the Mobile Inspector app. WisDOT staff are able to complete the initial setup of the app including docking and registering it. However, once they attempt to use the Mobile Inspector app for the first time, the app will open with a blank screen. If this occurs, WisDOT staff should open a ticket with the DOT IT Service Desk for mobile device support. The Mobile Support Team will remove the staff member's device from the Smart Devices policy allowing them to access and use Mobile Inspector.
Stockpile payment before notice to proceed Payment for stockpile items may occur after activation but prior to the notice to proceed and time starting on the contract. These situations DO NOT require a Conditional Start Notice. For early stockpile payments, the Payment Estimate Note should reflect "Stockpile payment only prior to work beginning".

Diary changes
  • The "DD Diary - Daily Diary Remark" appears and is searchable on the Contract Progress Summary Diaries component. The Project Engineer MUST enter their daily diary remarks into a single "DD Diary - Daily Diary Remark" field to make this process work effectively. This field hold 3,999 characters and should be sufficient in most circumstances.
  • Diary entry can begin after contract activation and before construction starts. This can take place BEFORE the Time Charges Start Date is entered and the Site Status is set to Active on the main 00 site. Project staff will need to remember to enter these two fields when they are ready to start time on their contract.
System wide change

Since the project title and limit fields are both 35 characters in FIIPS, the AWP System Administrators set the Project Description field to 72 characters. This would equate to 70 characters plus 1 character for the semi colon plus a space which equals 72 characters.

If that subcontractor is being replaced with another, the item can be assigned to the new subcontractor. It’s okay to assign more than the authorized quantity of any item. Updated the section on posting items on a DWR to clarify which fields are required. Also clarified the entry of item quantities when increasing or decreasing a contract item.

Additional DWRs can be created at a later date to document missing information under equipment, personnel or DWR comments and tied to a locked diary. Once these DWRs are approved, they will be tied to the corresponding diary appearing on the DWRs tab. If the Daily Diary Report is recreated, the new DWR will appear on the report too.
Tips for Materials Information Tracking (MIT)

    This is a reminder that the next percentage threshold level on the 619.1000 Mobilization item has been reached and that the item might need to be included on this payment estimate. Refer to WS6191 Process Payments under Mobilization Bid Item (located in Pantry Statewide Spreadsheets) and continue to use this spreadsheet to track and make payments for mobilization.
    Docking the Mobile Inspector Progressive Web App (PWA)

    Some staff are reporting issues syncing with AWP Construction due to issues with the former registration process. If you are a current Mobile Inspector user and HAVE NOT DOCKED the Mobile Inspector app on your device's desktop, complete these steps to dock the app and register your device.

    1. Complete entry on any existing DWRs.
    2. Lock and Sync the existing DWRs with AWP Construction.
    3. Delete the Mobile Inspector bookmark from the browser.
    4. Complete these steps to dock and re-register the Mobile Inspector app. Remember to send your new Device ID to the AWP Support mailbox. If you are unable to Sync with AWP Construction after completing these steps, contact an AWP System Administrator for assistance.

    Utility Conflict Report update For the 2021 construction season, it was determined that the Utility Conflict Report would be utilized in AASHTOWare Project Construction on all state trunk and connecting highway projects. Over the past few weeks, WisDOT discovered that the system is not saving any of the data that has been input for the Utility Conflict Reports. WisDOT has been coordinating with InfoTech to determine the cause, possible solutions, and timelines for implementation. Due to the unknown timeline to resolve the Utility Conflict Agency View, WisDOT has decided that the best interim solution is to have all state trunk highway and connecting highway projects complete the Utility Conflict Report using the methods from the pilot project years of 2019 and 2020.
