Project Engineer, Project Manager, Supervisor and Chief dashboards | A majority of staff asked that we remove global quick links from the Payment Estimate, DWR and Daily Diary components. On a payment estimate, there are two types of item adjustments that can be created by the Project Engineer - User-Generated Quantity Based Item Adjustments or User-Generated Dollar Based Item Adjustments. Spec Book 25 |
The current Spec Book ‘03” version was created in 2003 when we revised the item numbering format. Every year when the new Standard Specification is released, Spec Book ‘03’ was updated with the bid item changes for the std spec and STSP updates. With the pending implementation of AWP Materials, it was determined that now would be a good time to create a new Spec Book ‘25’ to align with the publication of the 2025 std spec. This will allow us to associate all of the material testing requirements to all of the standard bid items and not impact the ‘03’ version. Proposals with an 2024 August 1st or later PS&E submittal are affected by this Spec Book change. This will impact contracts awarded in the November 2024 letting and beyond. This will have minimal impact on construction contract administration of contracts. When creating change orders, the system will automatically select items from Spec Book 25. NOTE: Spec Book 03 will still be valid for all previously let contracts. The change will be transparent to Contractors for what they view in AWP Construction or see on reports. |

This process was formerly completed in the Civil Rights Compliance System (CRCS). When searching for a consultant firm or construction subcontractor, if they do not appear in AWP Construction, have them log into the WisDOT Vendor Registration System (VRS) using their WAMS ID. Date format changes | When entering dates, users will see new formatting requirements. Users may be prompted to enter MMDDYYYY HH:MM AM/PM for some date fields. For example when entering the Time Charges Stop Date (Actual Completion Date on a site records, staff are required to enter MMDDYYYY HH:MM AM/PM. If all the values are not completed, the changes cannot be saved. |
Mobile Inspector | The Mobile Inspector app has changed slightly. Users will see that a few tabs no longer appear at the top of the app (Contractor Staff, DWR Notes, etc.) Plus users can now edit a locked DWR in Mobile Inspector. |
Payment Estimate changes |
Starting in October 2023 with the release of AASHTOWare Project 5.0, the system checks for common payment estimates errors and warnings that may occur during the add payment estimate process. Errors must be resolved before the estimate can be created. Warnings will allow the payment estimate creation process to continue but staff should be aware of impact of the warning message. |

Estimate needs prior to construction starting (Conditional Start Notice) |
In situations where an active contract does not have a Notice to Proceed Date issued yet, the region may reach an agreement with the prime contractor to issue a Conditional Start Notice so some preliminary work can take place. The Project Engineer, with the approval of the Project Manager, should work with the Contract Specialist to enter the Conditional Start Notice date on the Informational Times tab. The date will then appear on the Contract Status Dates Agency View. This process is followed if a payment estimate is required per region management to compensate the prime contractor for clearing and grubbing, bird netting, snake and turtle fencing, or for traffic control prior to construction starting. |
Mobile Inspector |
Recent mandated security changes for iPhones and iPads implemented by the State of Wisconsin are affecting the Mobile Inspector app. WisDOT staff are able to complete the initial setup of the app including docking and registering it. However, once they attempt to use the Mobile Inspector app for the first time, the app will open with a blank screen. If this occurs, WisDOT staff should open a ticket with the DOT IT Service Desk for mobile device support. The Mobile Support Team will remove the staff member's device from the Smart Devices policy allowing them to access and use Mobile Inspector. |
Stockpile payment before notice to proceed | Payment for stockpile items may occur after activation but prior to the notice to proceed and time starting on the contract. These situations DO NOT require a Conditional Start Notice. For early stockpile payments, the Payment Estimate Note should reflect "Stockpile payment only prior to work beginning". |

This is a reminder that the next percentage threshold level on the 619.1000 Mobilization item has been reached and that the item might need to be included on this payment estimate. Refer to WS6191 Process Payments under Mobilization Bid Item (located in Pantry Statewide Spreadsheets) and continue to use this spreadsheet to track and make payments for mobilization. |

Utility Conflict Report update | For the 2021 construction season, it was determined that the Utility Conflict Report would be utilized in AASHTOWare Project Construction on all state trunk and connecting highway projects. Over the past few weeks, WisDOT discovered that the system is not saving any of the data that has been input for the Utility Conflict Reports. WisDOT has been coordinating with InfoTech to determine the cause, possible solutions, and timelines for implementation. Due to the unknown timeline to resolve the Utility Conflict Agency View, WisDOT has decided that the best interim solution is to have all state trunk highway and connecting highway projects complete the Utility Conflict Report using the methods from the pilot project years of 2019 and 2020.
