Find Bid Data	Updated the Find Bid Data documentation to reflect the new worksheet format and enhanced filtering and sorting features.
Missing project design firms	This process was formerly completed in the Civil Rights Compliance System (CRCS). When searching for a project engineer's design firm and they do not appear in the list, have the vendor log into the WisDOT Vendor Registration System (VRS) using their WAMS ID. They need to complete the following steps: Search for an existing vendor to determine if their vendor record exists and needs to be updated. If an existing vendor record is not found, they will need to Register as a new vendor. The VRS Agency Admins review and approve all requests. Once approved, VRS information will be synced immediately withthe associated vendor record in AASHTOWare Project. Designers will be able to locate the vendor within their project and add them as the design firm as soon as this process is complete. By default, if the category level EC Percent is blank it will assume the project level EC Percent. Completion Date contracts and Interim Completion Dates should be based on 24 hour periods (i.e. a full calendar day) ending at 11:59 PM to conform with standard specifications. Completion times deviating from 11:59 PM should only be used in special circumstances and should be reviewed with the Proposal Management Section (contact Rielly O’Donnell) prior to final PS&E submittal. Regardless of the time selected, a system trigger will automatically default the time to 11:59 PM upon initial save. This trigger was added to this field because in a majority of situations work should be completed by 11:59 PM to allow for a full day of work on construction. Per the specifications, designers can edit the time to a different value after the initial save. See Proposal Time \| Completion Date Site for more details.

To help designers resolve the issue with missing leading zeros on proposal line numbers, we added links to this FAQ for Preconstruction on the following pages where this error is most likely to be seen: Generating the Proposal Price Schedule Report component and the Generating the Estimate of Quantities Report component.

Introduction of the new AASHTOWare Project Knowledge Base (AWPKB)	All the WisDOT AASHTOWare Project Preconstruction documentation has been moved from the WisDOT Internet site to the new AASHTOWare Project Knowledge Base (AWPKB). The documentation describes how to create an engineer's estimate and a proposal for PS&E submittal. The AWPKB also provides training videos and responses to frequently asked questions. In the future, FieldManager construction administration and Pantry documents will be moved to AWPKB.
Category Data Fields Table	Clarified when and how to enter the EC Percent at the category level. Updated the tool tips and descriptions for several Category fields.
Adding or Editing Road Segments	Updated the instructions for the Primary Road Segment and other road segments to clarify the correct data entry format and emphasize the following points: A road segment is required for every category that is not a structure segment. Every category MUST be associated to either a road segment OR a structure segment. A category can only be associated to one road segment OR one structure segment. A primary road segment is required for all projects, even projects with only structure categories.

PS&E Pre-Submittal Checklists for Designers	This new chapter provides designers with a list of key areas, and a checklist for each area, to be used to review their engineer’s estimate prior to submitting their proposal for PS&E. The checklists were designed to help the designer review all the required fields within AWP Preconstruction to ensure they are entered correctly for reporting purposes during the award and letting process. This ensures that the data is passed correctly to the department’s PeopleSoft financial system and to the AASHTOWare Project Construction Administration System (CAS) at contract initialization.
Creating a Proposal Estimate for PS&E	Changed the Proposal Long Description field to Proposal Type of Work Summary on the Create Proposal from Project and Proposal Summary components. The tool tip for this field will be updated in the future. BPD Proposal Management Section staff will enter the type of work for this proposal in this field. This information will appear on the Proposal Cover Sheet. Designers will no longer be required to enter this field. Updated screenshots to reflect this field change. Reflected this field change in the Proposal Data Fields table. Added verbiage at the beginning of the chapter about the usage of PS&E instead of PS&E throughout the AWP Preconstruction documentation. Updated a few other field descriptions in the Proposal Data Fields table to clarify data entry. The associated tool tips for these fields will be updated in the future.
