Here is a list of frequently asked questions from contractors about how contracts will be administered in AWP Construction.
Follow the directions posted on our Account Request, Renewal, and Approval Process web page. There is a topic specifically for this process "Account request process for Construction Prime Contractors".
The Prime Contractor should contact the Project Engineer administering the contract and request access (contract authority) to the contract. The Prime Contractor MUST have an AWP Construction account with the Contractors role.
This will be determined by the Prime Contractor based on their company's needs. Here are a few things to keep in mind:
- If the Prime Contractor has multiple contracts, the main contact for each contract can be a different person.
- A Prime Contractor staff member can be the contact on multiple contracts.
- Multiple Prime Contractor staff members can also be assigned to the same contract. However, the group should identify who the main contact and approver is as all group members will receive notifications for change order approvals. All members of the group can view payment estimates.
No, subcontractors do not have access to the AWP Construction application. Beginning on April 6, 2021, subcontractors may use the HCCI Construction Contract Payment Viewing System (CCPVS) to view and download payment estimate information for contracts administered in both AWP Construction and the legacy systems (FieldManager/AASHTOWare Project CAS).

The WisDOT project team administering the contract, internal WisDOT staff, and the Prime Contractor.
The Prime Contractors role provides the ability to view Payment Estimates during and at the completion of the payment estimate process. There are Payment Estimate reports that can also be viewed.
WisDOT is working with InfoTech on a system update for the HCCI Construction Contract Payment Viewing System (CCPVS). The update will allow users to view and download payment estimate information for contracts administered in both AWP Construction and the legacy systems (FieldManager/AASHTOWare Project CAS). The anticipated production date of the new system is April 6, 2021.
In the interim, subcontractors, municipalities, or other interested parties who do not have access to AWP Construction and would like a copy of a payment estimate should contact a member of the WisDOT project team administering the contract. They can provide one of two reports:
- Payment Estimate for Contractor report - This report is in PDF format and can be printed for any payment estimate on the contract.
- Contract Item XLS report - This report is in XLS format, provides item status as of the last payment estimate and can be imported into Microsoft Excel.
WisDOT is working with InfoTech on the Civil Rights and Labor module for AASHTOWare Project. The project is not complete and we do not have an implementation date at this time. Continue to use the Civil Rights and Compliance System (CRCS) for payroll tracking.
Continue to use the existing form and process to provide this information to WisDOT.
