Contract site times

Contract site times manage time on the contract. Site times are very important during contract administration. If the contractor does not complete work in the allotted time, the management of site time records are used to calculate liquidated damages (or disincentives) on payment estimates. Project Engineers are required to manage the start and stop time on their main and interim sites as work takes place in the field.

Info:
  • There are three types of site times:
    • AT - Available Time (Working Day)
    • CT - Calendar Time (Calendar Day)
    • DT - Completion Date
  • Sites are used to manage time and calculate liquidated damages. 
    • Use the change order process to modify a site by adding or reducing days or to change the completion date.
    • If you are past the completion date or over the allowable calendar or working days AND do not want to charge LDs on the next payment estimate:
      • Use the Calculate Liquidated Damage flag on the Rates and Cap Amount tab (details below) prior to generating the next payment estimate.
    • If you are past the completion date or over the allowable calendar or working days AND want to charge liquidated damages on the next payment estimate:
      • Enter the time charges stop date on the site prior to generating the next payment estimate.
    • The Project Engineer role has modify access to all contract site records so they can enter the Time Charges Start Date, Actual Completion (Time Charges Stop Date), set the site status, manage the Calculate Liquidated Damages checkbox, and enter comments about the site.
    • Contract Specialists are available to assist the Project Engineer and Project Manager with site time changes or additions that are tied to change orders.
    • If an additional site record is required for the contract, work with the region Project Manager and Contract Specialist to create a change order to add the site. The actual addition of the new site records will be entered by the Contract Specialist upon the approval of the change order. See How to Add a Site after Award for more details.

 

Requirements:

Here is a quick reference guide to help project staff manage all sites throughout the life of the contract. More details appear below for each site type.
After entering or updating dates related to site records, don’t forget to refresh the Contract Status Dates Agency View so the dates are reflected on this widely used agency view.

When work starts on a site Enter the Time Charges Start Date on the Units and Dates tab AND set the site status to Active on the General tab. When this date is entered, the system calculates the Original and Current Completion Dates.

Example 30 Calendar Day site:
Time Charges Start Date = 04/26/2023 7:15 AM
Original and Current Completion Date = 05/26/2023 7:15 AM

Enter the Time Charges Start Date on the Units and Dates tab AND set the site status to Active on the General tab.
Charging time

Once time starts, each day that passes is counted as calendar day. Work must be completed by the calculated Current Completion Date.

The Project Engineer charges time (days) on the Daily Diary | Contract Times tab.

The Working Day site MUST have a Time Charges Start Date entered and set to Active prior to creating the first diary that time will be charged on.

When work is completed on a site Enter the Actual Completion (Time Charges Stop Date). DO NOT update the Site Status as this will remain Active even after the contract is closed. Most Completion Dates should be MMDDYYYY 11:59:00 PM. This time stamp is used to allow the contractor the entire day to complete their work (if this is what is stated in the contract).

Liquidated Damages
  • When work on the site is completed outside the required time frame, the system calculates liquidated damages based on a full day increment (the day ends on MM/DD/YYYY at 11:59 PM
  • To stop the calculation of liquidated damages (temporarily), open the site record, select the Rates and Cap Amount tab, uncheck the Calculate Liquidated Damages checkbox on the site.
  • When work on the site is completed outside the required time frame, the system calculates liquidated damages based on a full day increment (the day ends on MM/DD/YYYY at 11:59 PM).
  • For unique situations where adjustments are necessary for liquidated damages, please work with the Project Manager and the AWP System Administrators to create an user-generated contract adjustment against the site for the dollar amount to be withheld from the contractor's payment.
