Construction start dates (prior to execution)

Roles:
- Contract Specialist = modify access
- Compliance Specialist = modify access to contract date fields (Informational Times tab)
- All other construction roles = no access prior to contract activation
The Contract Specialist and Compliance Specialist roles have access to the Informational Times tab and can enter dates prior to contract execution. The Contract Status Dates Agency View and the other agency views do not work prior to contract execution.
Tips:
- All other roles must use the Contract Status Dates Agency View (AV) to view and update contract date fields after contract execution.
- Click on the thumbnail images below to expand and view the content.

- On the Contract Administration Summary component, select the Informational Times tab.
- Use the BeforeExecDates filter to quickly narrow down the list of dates.
- Confirm the following dates appear before contract execution and enter any comments in the "Comments" field.
- Awarded Date - Transitioned from Preconstruction. If there is a Post Award Date, note this in the Comments field.
- Execution Date - To be entered by BPD Proposal Development Section staff.
- Let Date - Transitioned from Preconstruction.
- Notice to Proceed Date - Should not be entered prior to execution but is required for the first payment estimate.
- Price Adjustment Base Date - This date should be automatically added to the contract during the transition process. The Contract Specialist should enter the date if it is missing based on the BFI at the time of the contract letting date. The BFI amount is listed on the Fuel Cost Adjustments Computations document posted on the WisDOT HCCI web site. Work with the AWP System Administrators if unsure what date to enter.
- Request to Sublet Approved - Entered by the Compliance Specialist.
- Request to Sublet to Contractor - Entered by the Compliance Specialist.
Tips:
- Select the System Default filter to see all available dates.
- Dates and fields that cannot be entered until after contract execution AND contract activation include:
- The Conditional Start Notice Date which is entered on the Informational Times tab.
- The ECIP Plan Is Required, ECIP Submitted, ECIP WisDOT Approved, WPDES Is Permit Required, and the WPDES Permit Coverage Start Date which are entered on the ECIP/WPDES Agency View.
