How to administer a Maintenance (PbM) contract

This information is provided for the Area Maintenance Coordinator, Bureau of Highway Maintenance (BHM) Highway Maintenance Engineer, Region Maintenance Engineer, Maintenance Supervisor, and other Wisconsin Department of Transportation personnel plus the County Highway Commissioner or Designee, to support automated contract management of Performance Based Maintenance (PbM) projects.

The purpose is to provide information and step-by step guidance to establish uniform procedures for the administration of PbM projects. All WisDOT personnel engaged in administration of PbM projects should become familiar with the contents of this website and should follow its techniques as closely as practicable.

Tip: Refer to the PbM Special Provisions and the WisDOT Highway Maintenance Manual for guidance on the administration and inspection of maintenance projects.

AWP Construction system access is managed using roles. A role is a name associated with a collection of security access rights to the information contained in system components. When you switch roles, your permissions and security access are changed to reflect the areas you can access to perform duties under the selected role. Go to Understanding Roles for more information.

  • Accounting = Bureau of Financial Management for voucher (payment) processing
  • Contract Specialist = BHM Highway Maintenance Engineer
  • Contractors = County Highway Commissioner or Designee
  • Project Engineer = Area Maintenance Coordinator
  • Project Manager = Region Maintenance Engineer
  • Supervisor = Maintenance Supervisor
